[Sbs_gems] [New Logentry] SBS Layer-0 APV Commenting out

SBS Layer-0 APVs were causing some troubles with the DAQ. Seems like they have been giving troubles during the OWL shift too. I have taken out APV-0 of MPD-4(in sbsvtp-4) from the configuration starting from run#1003.
