[Sbs_gems] [New Logentry] Reduced gas flow to SBS GEMs

After discussion with Asar and Ibrahim, we have reduced to gas flow to the GEMs to ~35% of the usual flow rate to conserve gas. We currently have 3 full bottles of Ar in the rack, more bottles have been ordered.
