[Sbs_gems] [New Logentry] Replacing 5 slot BP and dead sector isolation

Zak and the Hall A tech had removed the lead wall for us
We replace one 5 slot bp on L14 M1, it is now included in the daq.
Ben Raydo has pointed out the transceiver looks suspicious on L15 M2. Replacing it seems to make daq happy
We are analyzing the pedestal data right now.
  
We have also isolated the shorted sector in L9M0 on the G2 and G3 foils. The current draw on G3 is now ~300uA, which we can handle for now
