[Sbs_software] Merged latest GEM code from uconn_dev into master

Hello all,

This is just a heads-up that I went ahead and merged uconn_dev with the master branch to add the latest improvements to the GEM code and Eric’s new machinery for the optics and the constraint point implementation, in preparation for installation on the counting-house machines. There were no conflicts with this merge.
