[Solid_baffle] EC trigger update with photon block

Dear All

I made an attempt to block photon before EC and saw the trigger rate 
reduced by 2 because photon trigger rate is strongly suppressed.

I am working on checking the impact on Err_Apv and should have it by 
the meeting tomorrow.
