[Solid_baffle] Baffle block widths

Hi Rich,

My intuition says that's to artificially cut down on the small angle 
rates.  I don't know what Eugene's procedure was, but that may exactly 
be one of the knobs he turned to tune the acceptance vs. backgrounds.
