[Solid_daq] updated SIDIS rate

Hi, All

After comparing "ecirate" hadron rate to Xin's previous estimation and 
6GeV data, we apply 2.5 reduction.
The new rate we have are electron rate 157kHz, charged particle trigger 
16Mhz, coincidence 78kHz assuming 30ns window
