we can try to put in LDRD proposal but Larry told me that if it is not new
technology it has few chance to be accepted.
I removed the FADC to make it cheaper so I assume I can borrow the FADC
from electronics group. with a few FADC that can go up to 180 K$.
Partial funding is possible.
