[Solid_ec] draft for EC and SPD subsystems

hi Jianping:

I have made a draft for the R&D and the calibration for both EC and SPD subsystems. Can you take a look and provide comments? 

Besides commenting, I already have a couple of questions:
1) I listed R&D tasks for each subsystem. Do you prefer to see a summary of all tasks?
2) Should I provide a cost and manpower estimate for each task?
