[Solid_ec] DAQ budget change

Initially I requested 1.9 M$

changes are SPD channel from 180 to 300 ( Actually I am not sure what is
the final number right now ) and Heavy Gas Cerenkov mistake from 360 to 480
:

It goes up to 1.936 M$

I guess to be completly safe we should add 15 % spares.
I guess now we assume it is part of the 30 % contingency.
