[Solid_hgc] [EXTERNAL] Re: CFI innovation fund project

I'm pleased to report that the UofR AVP-R office has agreed to support an 
application to the CFI Innovation Fund for the SoLID HGC vessel (see below). 
This followed an internal evaluation of all proposed projects across campus.

The CFI Innovation Fund is a major fund that funds research infrastructure in 
Canada.  There is a competition every two years, with about C$400 million on 
offer, covering all disciplines.  Formally, the application comes from the 
university, not the researcher.  Hence, if the AVP-R declines to support an 
application, it is dead.  This decision is applicable to the 2023 competition 
(see attachment for more info).  CFI-IF applications are very involved, and so 
the decisions on which applications can go forward must be made more than a year 
in advance of the application date.

The SoLID HGC vessel cost is expected to be about C$1 million, based on the pCDR 
budget.  The university has approved a request to CFI-IF of up to C$509.5k, and 
if approved, the university would then ask the Province of Saskatchewan to 
consider to match this amount.

If funded, this could reduce pressure on the funds provided by US-DOE, and may 
allow some other de-scoped component to go forward.  If it is not funded, the 
HGC vessel cost would be covered by US-DOE, as originally proposed, but at least 
we tried to get some other international funds to support the SoLID project.

Thank you for the detailed summary.  The UofR can provide $509,500 from the CFI 
IF allocation, as requested and specified in your summary document.
