[Solid_tof] SoLID TOF requirement

HI, Mickey

That's a big "if"
For example, maybe the MRPC only fires when at least 5 gas layers has 
energy deposition larger than Freon ionization?
That could further reduce the rate?
I hope TOF group can give guidance on the simulation about the low 
energy photon response and how it fires MRPC.
