[Swreq] harp programming update for iocsb4

In support of ATLis 9809:

please provide the "Semi-Automatic" controls for the harp system as has
been provided in the injector (iocin1) and 1E/1A (iocea2) harp controls. 
Pavel Chevtsov can serve as an information source if questions arise about
the implementation.  I can answer some questions, as required.

Thank you.  This is to support Twiss function measurements to monitor beam
conditions in Hall A while using a tolerable amount of clock time.  The
present protocols consume too much clock time for the same data
throughput. Requestors -hope- that the updated controls can be installed
in the next week or two.
