[Swreq] RM01 Status Error

The segmentation carm RM01 failed last week, however the PSS status page 
(fault) and the radmon page (no fault) had two different conditions 
present.  On this particular unit the fail probe alarm is tied in series 
with the high alarm relay therefore if either trips, the PSS chain is 
broken.  With this and every other unit we have Dave only looks at the 
status of the high alarm bit and activates the appropriate alarm 
indicators on RADMON.  I'm requesting that for RM01 the fail status bit 
be monitored so that both the PSS and RADMON screen agree with one
