[Swreq] Master Oscillator Diagnostic GPIB Controller

The Master Oscillator (MO) diagnostic chassis also has the means through 
GPIB to change the frequency of the MO sources to adjust for 
environmental changes of the machine. The GPIB card is a PC104 form 
factor and will communicate with the IOC though the ISA bus.

I have been told that Jay Yan has a driver for this particular GPIB 
card. From there everything else needs to be done so that this chassis 
can communicate with the MO sources.
