[Swreq] 2C24 checkout from ops side

Gentle folk,
Thank you for doing this task. It will help greatly in Hall B setup,
which has been an overly time-consuming task for ops. Too many clock
hours get poured down that hole, and this will reduce the overhead.
Pam/Matt: please coordinate the change of EPICS PV name from ITV2C23 to
ITV2C24, along with the appropriate associated PVs. Terry points out (I
think rightly) that when the operators look at a PV name and find it
inconsistent with the location that the edm screen or other sources
provide, confusion is generated. It is good to reduce that prospect of
confusion.
