[Swreq] Software Support request for BSY I to V system

Hello,

I'd like to request support for the new BSY I to V system.  I have a 
preliminary HRT file, and Jay Yan has already set up an IOC in the BSY 
and made a preliminary screen for me, as well as got some of the PV's in 
the archiver.  This can be a starting point, or we can scrap it if it 
needs to go in a different direction.  I am still adding to the HRT as I 
develop more features for the system.
