[Swreq] Modification of FEL Rapid access system in vault for measuring neutrons this week

With the proposed method of providing an additional unit RM212, the FEL
rapid access system doesn't need to be tampered with and thus can
continue providing a rapid access function. The additional unit will
provide you with neutron and gamma measurements and Dave is working on
setting up a signal in epics to accommodate this test plan. We should
have everything in place and functioning sometime tomorrow morning,
provided we have access to the vault.
