[Swreq] Modification of FEL Rapid access system in vault for measuring neutrons this week

Test radiation monitor RM212 is up and running. The epic signal names
are, rad212_p1 neutron and rad212_p2 gamma. Channel three is not
connected; however, if you wanted to take advantage of the fact that
it's available, just let myself or John know.
