[Swreq] Master Oscillator Diagnostics EPICS Control

I have previously worked with William Lu with aspects of this project.

The control of the MO sources needs to be slightly modified to achieve the type of control that is requested by operations. The end user should be able to change an input field to tune the MO frequency. This would be done using the already installed MO Diag Chassis.

If you have any questions please let me know. 
This is all contingent on network connectivity to the MO Diag Chassis as well as the mater oscillator sources. This will be looked into tomorrow (3/14/13).
