At this time there should not be any reason for the CMTF LCW bypass to be open. That said, check with Mike Drury and his group to see if there has been a need for the bypass to be open. We only open the bypass when the HPA LCW valves are closed. Our understanding
is there is a possibility for the system to be "dead headed" if there is no flow upstairs. Hence the need for the bypass. I hope this answers some questions.</div>

Yes, we see the low supply pressure here in the MOLLER area of the test lab too. The supply/return pressurses as read on the gages outside the control room now read 78/30 psig. At 40psid we would not be able to run our magnet testing program. We will not need
to do that for many months, but we all need to be good stewards of the system and use the minimum necessary to allow flexibility for all to operate as needed. With that said we (MOLLER) when we do run the magnets will likely take enough flow to drag down the
supply pressure and thus we plan on giving 4 week notice or more to allow us all to share this critical resource.</div>

Phil Denny informed me that there was a report of Test Lab LCW flow lower than normal. Supply pressure was confirmed significantly lower than normal (95 versus 130 PSIG). I checked the basement pump and piping. The bypass valve around the pressure control
valve was cracked a little which resulted in an increase of about 15 PSIG when closed or supply pressure of 110 PSIG. I then determine a little flow is leaking pass the control valve which if corrected could increase supply pressure about 4 PSIG, I will
have troubleshot by our controls subcontractor. The 4 PSIG will not restore the system to normal operating supply pressure so I continued looking at the system and valve configuration in the highbay area. I found the bypass between supply and return piping
south of the klystron racks on the mezzanine is fully open. I believe if the bypass valve is closed, system pressure will return to normal. I left the valve open in case it was opened for a reason that I am unaware. Recommend this valve be closed by user
supporting the klystron racks and system supply pressure checked.</div>
