[Tpe] efficiencies for inbenders and outbenders

Folks;

Rob Bennett tells me he'll be working on trying to
understand the root cause of the different efficiencies
for inbenders and outbenders.

My first question to him was: to what extent does the
effect change sector-to-sector?  Particular hardware
malfunctions will be sector dependent; problems with
B-field or tracking algorithms will probably be independent
of sector.
