[Tpe] systematic uncertainty for the test run

Now we just need to know the direction of the magnetic field in the 
chicane magnets during the data-taking part of the test run.  Does any 
one have information on this?

We will also need to check the x coordinate of the beam, since that can 
also be offset (as Dave K reminded me).
