[Tpe] TPE summary

Dear Folks,

The first week of TPE has gone well.  We have solved a lot startup 
problems and are now taking data at almost the design luminosity.  
Thanks to all the technicians, engineers and physicists who made this work.

We are taking data with 70 nA beam, 0.009 rl radiator, and a 0.09 rl 
convertor.  We are currently DAQ limited.  DC occupancies will limit us 
to 100 nA.  Work on the trigger and DAQ will be done this week.
