[Tpe] TPE target

Hi Larry,
Can we move forward on the TPE target as previously sketched?
I have done some calculations which show we can use 0.005" Kapton for 
the cell walls
Attached is a draft of a document which will be filed in the Pressure 
systems folder on Docushare.
