[Tpe] TPE shielding

Dear Dave,

Based on our simulations, we would like the following:
  1) 2 cm rad-phi wall collimator, tungsten
  2) Moller shield: make the entire Moller shield out of lead, keeping 
the same dimensions as the current tungsten plus lead design.

That should save at least $10,000.
