[Tpe] Cerenkov

Dear George and Volker,

We would prefer to use two opposite sector cerenkov counters for the TPE 
run.  Our first choice is sectors 1 and 4, because those two sectors 
have the fewest detector holes.  If necessary, we could run sectors 3 and 6.
