[Tpe] CCPR 71808 UPDATE ( tpe wiki page)

Hi Marty,

people from offsite are having difficulties logging in the tpe wiki, could you please take a look?

What we'd want is:

1. page accessible from everywhere
2. page editable by people with JLAB accounts

Currently some offsite folks cannot login. If the users experiencing problems could send their symptoms to Marty (indicating the CCPR 71808) it would be great.
