[Tpe] PS alignment

Dear Dave and Doug,
Your email clarifies things.
1) we want the PS magnet carefully aligned
2) we want the photon blocker carefully aligned
3) I am much less worried about the alignment of the lepton blockers.
I assume that the most they can be off by is 5 mm. That is acceptable.
