[Tpe] TPE calorimeter

Dear Folks,

The errant package with the bases and PMTs arrived, although Fedex 
thinks it is still in Memphis.

Brian got to ODU today.  We designed the back end of the calorimeter 
(feedthrus for signal and HV, cable strain relief, light tightness, 
flexibility for repairs) and are fabricating the needed pieces.

We are now working on putting it all together.
