[Tpe] TPE test run

Dear Folks,

We did not appear to take any data with one of the lepton beams blocked 
during the test run.  See

That was the only time we put in the blockers.  (We had inserted them 
Oct 4, but beam quality was too horrible to see anything.)

This means we are limited to claiming +-2.5% (or 3.5%) systematic 
uncertainty for our test run results.
