[Tpe] scalers

Dear Puneet,

I am cc-ing this to the TPE list so everyone can contribute.

We need the following values read out in epics and on a GUI:

1. frascati dipole current, shunt current and fields (four values)
2. pair spectrometer current and field (already in epics_monitor)
3. minitorus current (already in epics_monitor)
4. TPE calorimeter scalers 30 + 1 (trigger scaler)
5. Sparse Fiber Monitor (beam profiler at downstream collimater) 16+16
6. Dense Fiber Monitor (beam profiler at TpeCal) 64+64
7. PMT current drawn for quartz crystal beam monitors 2

Item 6 might have too many channels to be read in.  We will need to see 
it on a GUI.

We do not need:
epics_gamma_monitor channels 11-19
epics_scalers_monitors scalers 5-6 (I have no idea what scalers 1-4 are 
either)
epics_monitor

    * goni stuff
    * cohbrems stuff
    * pair spec logic
    * Frost stuff
    * helicity stuff

I have no idea what the stuff is that was added in 2006-2007 'on Pawel's 
request'
