[Tpe] TPE beamline drawing

Hi All,

Some updates to the Beamline drawing have been done. Still to discuss is 
the design of the helium bag both near the target and near the calorimeter.

Also do we need a helium bag after the calorimeter. The system we use to 
hold the downstream bag will not work with the calorimeter transporter 
so it would be great if we don't need a downstream bag!

Please do a detail review of at least the first 3 sheets of this 
drawing. If you have comments on sheet 4 that will be great. If someone 
can estimate the amount of shielding materials needed by type that will 
be helpful in staging all materials.

We have also been working on the Lepton blocker and our new designer Joe 
Guerra has put some files on his public web site. Please have a look I 
think this will work and work well, but to get it done we need to get 
drawings started ASAP.
