[Tpe] a few notes and minutes from TPE Meeting

Hi All,

A few notes:

1. The Global Task List has been moved to the front page of the wiki
and includes links to the respective task pages on the wiki
2. The next TPE Journal Club will be on August 29, 2011 and Puneet
will discuss the Guichon and Vanderhaghen paper from 2003. A link to
this paper and previous meetings' papers and slides can be found at
