[Tpe] TPE trigger modification

Dear Sergei,

For the impending TPE run, we would like two additional trigger bits for 
normal running:
most important:
  1) sector 1 TOF panel 2 AND sector 4 TOF panel 2 (and the same for 
sectors 2&&5 and 3&&6)
less important:
  2) EC high threshold any sector, prescaled down to 100 Hz
