[Tpe] TPE primary beam running

Dear Folks,

Will, Puneet and I discussed primary beam running.  We think that it 
would be very useful as a diagnostic for measuring trigger efficiency 
and detector efficiencies.  We would want to run about one shift with 
approximately 1 nA primary beam on target.

In order to do this, we would need approval from many groups so it will 
not happen very soon.
