[Tpe] helium bag

Dear Folks,

The helium bag output pressure was approximately zero when the 
shiftworker checked at about 2:30.  We adjusted the regulators to give 
about the correct pressure.

After doing this, DAQ dead times dropped to nominal and DC occupancies 
dropped about 10%.  This implies that the bag had deflated and been 
deflated overnight.
