[Tpe] RF update and minutes from TPE meeting

Hi All,

Per Larry's request yesterday, I've prepared an updated plot for the
RF as a function of run number:

This plot now includes in addition to the RF offsets from the fit
(blue), the old values from the constant database (green) and the new
constants on the database (red).

One may notice that the "jitter" in the offset was a relic of the old
constants in the database. The new constants more or less resolve this
anomaly. I hope this improves things a bit.

Additionally, the minutes from yesterday's TPE meeting are now up on
the wiki. Please feel free to add, subtract or modify as needed.
