[Tpe] TPE test run paper

Dear TPE folks,

The Analysis review committee has approved our analysis of the TPE test 
run data from 2006.  We have requested an ad hoc committee to review the 
paper.   Please send me and Brian your comments by Monday, 12/10 so we 
can get this paper under review.
