[Uitf] UED is open for business

Michele may have announced this already at last Monday's meeting, but for anyone who 
missed it, here's the announcement.  The first iteration of the UITF Element Database 
(UED) is now online. It can be accessed via the web at http://ued.acc.jlab.org/  and via 
the command line on OPS workstations simply by executing led (ex: ued -inventory -t BPM).

Many elements are incomplete placeholders at the moment and need to be fleshed out by 
their system owners/experts.  The standard workspaces have been provisioned for BPMs, 
Magnets, IOCs, Vacuum, etc., so please begin populating the UED with whichever  pieces 
of configuration data you happen to posesses.  You can request periodic merges from 
these workspaces just as you normally do with the CEBAF Element Database (CED).

Some notes:

The element list is a first draft.  It was compiled primarily by loading the elements 
found in Joe Grames' Elegant model.      Please use the email link at the bottom of 
every web page (cedadm at jlab.org) to report issues you find (or if you have the necessary 
permissions, just make the correction and request a merge).
