[USJHPE] [EXTERNAL] Question about the USJHPE program

Hi:
I am Zichen Zhao, a student from the physics department of NC state
university, I am following Dr. Vladimir Skokov to do the research about
theoretical nuclear physics in small-x, specifically in the area of color
glass condensate. I am pretty interested in the USJHPE program and I have
looked through the instruction pages but I still have a few questions:
First of all, may I ask what are the general steps of the program? Should
we first find a collaborator/host in Japan and ask for the permission, and
then come to do the application?
Secondly, do you have any starting/ending time restrictions of the program?
I didn't see that information and I am considering going there in
the summer, not sure if it is acceptable.
