Hi all,
As many of you know, with the change in the Department of Energy Accelerator Safety Order (420.2D), our testing facilities (both CMTF and VTA) are being re-classified as Particle Accelerators. The specifics are that both facilities may possible generate a 10 MeV field emitted particle - which is potentially enough to excite the neutron production - and hence the threshold for the order. With this, there is now increased formalism required around running both of these facilities.
In addition to this, everyone will become responsible (as operators for your respective facilities) for helping keep each other safe. With that will come the information contained in the attached documents:
* The Accelerator Safety Envelopes (ASEs) for VTA: The documents take 'credit' for the controls we establish below in the site Safety Assessment Document (SAD) below for how JLAB keeps personnel safe. Following an accelerator readiness review and approval by both lab management and the site office - we all agree these controls must be in place to operate each of the respective accelerators. These documents are the 'driver's license' from the DOE to run the facilities.
* The Safety Assessment document or SAD: This describes our site, all of the accelerators on it, and goes through possible scenarios which could be dangerous for personnel. Mitigating controls are put in place to reduce the level of danger from unacceptable hazards to personnel for each facility. That discussion takes place in this document.
* VTA Operations Directives (VOD) are the nuts and bolts about the day-to-day operations of each facility. These documents break down our program, work control, and configurational control processes for each facility and describe the tools and methodology we use to run each.
Upcoming from May 20-22, 2025 we will have the Accelerator Readiness Review for both facilities to demonstrate the laboratories compliance with the order. As part of this, the review committee may select any of us they choose to interview and ask questions to. Of particular interest will be the material in these documents, as well as our respective facility trainings (Questions like 'Where do you keep your procedures?', 'What would you do if you found one of your credited controls not to be in place', etc.)
With that in mind -
If you are a VTA RF or Cryogenic Operator:
* VTA Accelerator Safety Envelope (VTA ASE)
* TJNAF Safety Assessment Document (SAD)
* VTA Operations Directive (VOD)
As you read each of these documents - please send Justin Kent an email verifying you have read and understood it.
These documents will be assigned training course numbers and added to you respective JTAs/SRLs shortly by your supervisors. These email will be how you are assigned course completion credit. Please try to go through each of the documents and have verified your comprehension by May 9, 2025. Justin and I will follow up with anyone individually who has not completed verification by then. In addition, as you read these documents - feel free to touch base with either of us and please ask questions about how things will work. Much of what we will do will be as it always have been - but this process is just formalizing it. Thanks so much for all of your help in advance, and sorry for the long-winded email!
Respectfully,
Mike & Justin
