[Wsc] Post QR codes on equipment

Apparently I'm still on the list.  But while I'm here...

This opens up the burden of providing a means for all workers a to read QR codes.  To my knowledge, the QR codes aren't on a standard ANSI label so this is something that would have to be added and managed.

I suggest incorporating QR codes in ANSI Z535 warning labels at JLAB. A worker with a smart phone could easily get an image of the EH&S manual page or possible link equipment mfg manual.
