  Inner radius cutout for pion TS and GEM

This includes also a 60 cm inner radius keep-out zone for the GEM and TS
of the pion detector system.

It currently doesn't draw anything due to issue #24 (all sizes are reduced to zero).

  Pion lucite detector scale constant

This allows for more consistent scaling up (down) of enclosing volumes.
Not clear how scaleSolid handles tubes with non-zero inner radius, so
the constant multiplier approach has results that are immediately clear.

  Pion detector PMT housing

Implemented as metal housing with interior sensitive detector to assess
how much secondary radiation is to be expected inside the PMT that
doesn't come from optical photons striking the front face.

  Pion detector lucite wedges into lightguide

To couple light out of the lucite into the lightguide we can have little
wedges with a different bevel angle.
