[Ace] softIOC Developers Please Read

It recently came up that it would be useful to be able to feed options to startup.all when using procServMgr to manage softIOCs. In order to accomplish this, the format of procServ.conf configuration file needs to changed. Specifically, the Field Separator (IFS) needs to be changed from spaces to something else and a new field needs to be added to the end. I can modify all current configuration files so no work needs to be done on your part. I simply wanted to elicit feedback and warn everyone that this change would be occurring. Here is are the changes/improvements to procServ and procServMgr that i propose:
- Build the latest procServ which is 2.60 (we are running 2.41) and move it to pubtools (this is so that it can be sync'd more easily to stand-alone systems).
- Change the procServ.conf file to use something like ":" as a field separator and add another field for startup.all options.
- Add a test routine so you can see exactly how procServMgr will invoke your softIOC from the options in the config file.
Please let me know if there are any issues or more recommendations for improvement.
