Sorry to hear you're having trouble. If you couldn't connect at all, it might be an issue I could help you with. A slowdown does sound more like network links. I've CC'd our ACE group who can hopefully help you out. The process would normally start with an ACE-PR.

I am experiencing painfully slow page loads etc., when logging into a
computer located in TED 1545.  Brad Sawatzky suggested you might be able
to upgrade network hardware and improve the connectivity issues?  Is
this a possibility? If so, how should I initiate the process?
