[ace] EPEL removed or converted on RHEL6 and RHEL7 Systems

TLDR:  EPEL repos are cleaned up on all platforms - don't bother reading on

Nitty Gritty:
EPEL (Extra Packages for Enterprise Linux) has been migrated from using our local repo to either nothing in the case of RHEL 6 ( it is no longer supported, and the repo now syncs empty) to using CST's Red Hat Network (RHN) EPEL repo.  This was not well established when we adopted or mainly used RHEL 7 but it is now.  So, RHEL 6 now has no EPEL repo, RHEL 7 uses our local RHN repo and RHEL 9 also uses our local RHN 9 repo(this has been true of RHEL 9 from the start).  This fixes repos and sync issues that were occurring on RHEL 6 and RHEL 7.  This email is simply informational.
