[ace] RHEL 9 dependency issues resolved - tesseract

For some time now the patching was broken due to conflicting packages for tesseract. It turns out that version 5 was available via EPEL and version 4 was available via the Appstream repo. You might have seen this error when trying to patch and I would have to remove some packages to get rid of the dependency for the older version of tesseract. I finally got tired of it and ask Kelvin if we deleted removed packages from EPEL and Appstream when we sync the mirrors. It turns out that we don't. That means the bad package stayed there even after EPEL fixed it. I asked him to remove them. The mixed up dependencies are now resolved so I am going to put ffmpeg and it's associated packages back in the build and on systems. I had been removing these. This means we will have better image and video codecs. This is something that we should watch for in the future. I actually think knowing this would have resolved some RHEL 7 issues that I always worked around.

Also, RHEL 9.2 was released, and I asked Kelvin to update our local repo. I will be testing this next week and updating the build when I get a chance.
