[acg] VDCT Versions

In looking at the version of VDCT that we have,  and what is available, I was curios which one we should make the default on RHEL 9 (they all seem to work).

These are the versions we have on RHEL 7:

2.6.1281  (default version in the path) -- PRO
2.6.1274
2.8.1  (not sure why this never became the default)

It looks like 2.8.3 is available.  Should this be the default moving forward?  I can get it for both RHEL 7 and RHEL 9 and set it up for testing.
