[acg] VDCT Versions

Claire and I were discussing this today.  To my mind, whatever our 'vdct315' command points to should now be the default.

In looking at the version of VDCT that we have,  and what is available, I was curios which one we should make the default on RHEL 9 (they all seem to work).



These are the versions we have on RHEL 7:



2.6.1281  (default version in the path) -- PRO

2.6.1274

2.8.1  (not sure why this never became the default)



It looks like 2.8.3 is available.  Should this be the default moving forward?  I can get it for both RHEL 7 and RHEL 9 and set it up for testing.
